While the actual figures which have been paid are not known, the New York Times said that the funds were in the "tens of millions". These think tanks generally produce papers and host forums or briefings that are typically consistent with foreign government interests and there was some concern that the large amount of funding could compromise the integrity of the research. Singapore has been identified as having contributed to Atlantic Council and Center for Strategic and International Studies, both of which do not disclose the amount of funds received. The websites of these two think tanks explained what they do: Atlantic Council: The Atlantic Council promotes constructive leadership and engagement in international affairs based on the Atlantic Community's central role in meeting global challenges. The Council provides an essential forum for navigating the dramatic economic and political changes defining the twenty-first century by informing and galvanizing its uniquely influential network of global leaders. Through the papers we write, the ideas we generate, and the communities we build, the Council shapes policy choices and strategies to create a more secure and prosperous world. CSIS: For 50 years, the Center for Strategic and International Studies (CSIS) has developed practical solutions to the world’s greatest challenges. It is unknown just how much the Singapore government has put into these two think tanks and why no consultation or even a parliamentary mention was made about this spending using public, taxpayer money.
