It is not that the museum did not know about this upskirt thing....they know but just choose to do nothing.

It is just that they want to use this as a marketing stunt and talking point to attract the upskirt enthusiasts and other curious people.

Sad that they have to resort to such a stunt when they should be working hard to improve their exhibits.
