The Work Development Agency's (WDA) new National Jobs bank now has over 50,000 job postings, 60% of which are targeted at PMET positions.

The WDA said that the number of job openings is not triple what there was last month when the database was officially launched.

This is the national jobs bank where employers must advertise to Singapore Citizens and PRs for at least 14 days before they will be permitted to apply for an employment pass for foreigners.

These are the new rules under the Fair Consideration Framework which was officially started at the start of this month.

Also highlighting that the jobs on the national jobs bank were not low quality jobs, the WDA said that in July, 90% of the job were offering $3k a month or higher. more than 40% offered positions paying $4.5k or more and about 13% of all the jobs paid over $8k a month.

However, the WDA was unable to give official figures on how many of the positions were successfully filled by Singapore Citizens and PRs.

This data is unlikely to ever be available as the WDA does not track when jobs are filled and companies that advertise on their job bank are not required to feedback whether or not the position was filled by a candidate searching on the job bank.

This is worrisome as it means that the government has no means to know if the new job bank and therefore the Fair Consideration Framework is actually effective in placing Singaporeans into jobs.

One major advantage of the job bank is that it makes it simpler for employers who actually do want to hire locals as they do not need to sift through the applications to identify those from Singaporeans.

Currently, up to 90% of all job applications are actually from foreigners, some who do not even reside in Singapore at the time of application.

For those who are genuinely looking for Singaporeans to hire, the job bank will make it easier and the Singaporeans applying through the job bank will also see less competition from foreigners.







However, at the same time, it also makes it easier for employers who are doing the wrong thing and wanting only to hire foreigners as it is easy for them to place a job ad on the portal for 14 days then proceed to complain to MOM that they received no suitable applicants.

While the job bank is compulsory for employers who wish to eventually hire a foreigner in the position, the WDA said that they will also continue to encourage more employers to use the national job bank.

So far, it seems that many Singaporeans are doubtful of the effectiveness of the new FCF and job bank.

  • Alex Tan The most accurate assessment of the job bank is that it serves only as lips service for the employers who prefer to hire foreigners. 14 days is nothing. Just keep throwing Singaporean applications into the bin and hire Filipinos, India Indians and China Chinese. Employers save on CPF and the irksome NS reservist disruptions.
    The real solution is to enforce lower foreign employee quota, extend the waiting period to 100 days, accept qualifications from established universities (not a Filipino university) and make employers submit a written explanation providing convincing evidence that no Singaporean can fill the job aside from the particular foreigner.
