The requirement is the bailor must be aSingapore citizen and above 21. I do not think most maids would know anyone with those criteria who is willing to bail her out as most of her friends are fellow maids and blanglas. So she has no choice but to contact her employer or agent. Her agent will never bail her so will inform the employer instead.
I am told maids checking in with their boy friends in transit hotels are arrested on the spot and their employers are caught. Heard this from a couple of maids.
