Unfortunately not all fathers think like this. Some think if they can prevent at home, means they prevent sex from happening. Anyway my gf was not a small kid already... over 20. She lost her virgin since secondary school and lost count of the number of partners she had sex with. I think the more her dad wants to control, the more she wants to try.
