I think only...

1. Doing what? Sister not using phone. Sister lend me to text you. The words 'chi gai' and 'oua' throw me off.

2. Phone no money. I borrow father's phone text you. Similarly, no idea what 'chi ba' is.

If i'm not wrong "Chi gai" = older sister
"oua" -> nua: anymore
in the south, chi hai is 1st sister, chi ba is 2nd sister

But I'm a bit confused by the 2nd sentence

the big problem with her is she can only sms vietnamese. so no choice, have to bear with her "gramatically trashy" vietnamese.
