8 arrested in bombing of police station in Vietnam

Ho Chi Minh City Police on Thursday arrested and initiated criminal proceedings against eight people for their alleged involvement in explosions at a police station in Tan Binh District last month. Among the eight are Vu Hoang Nam, 22, Duong Ba Giang, 47, Nguyen Tuan Thanh, 28 and Thanh’s father Nguyen Khanh, 54. The four would face charges of terrorism, which is punishable by death in Vietnam. The others would be held responsible for providing the explosives, which they said they bought from Laos. Police said the group was working for a resistant organization in the U.S. The arrest came after Tan Binh Disrict police investigated camera footage of two men who passed the Ward 12 police station on Truong Chinh Street just before it was rocked by a couple of explosions in the afternoon of June 20. One female officer was injured in the blasts and several motorbikes in the building were damaged. Police said the suspects were arrested while hiding in Dong Nai Province neighboring the city. They are looking for three more suspects in the bombing. They have seized 38 detonators, eight hand-made bombs and 10 kilograms of explosives from the group which were allegedly planned for attacks at several other police stations and officials' houses. "The consequences could have been huge," HCMC's Party leader Nguyen Thien Nhan said at a press briefing on Thursday afternoon. The incident took place at a tense time, only several days after there were widespread protests in the country against provisions of the laws on cyber security and special economic zones. The cyber security law, giving more government control on internet giants such as Google and Facebook, was passed on June 12, while the other has been postponed, with the controversial term on 99-year land lease term to foreign investors reportedly scrapped out. In the aftermath of the protests, the police have detained dozens of people and slapped administrative sanctions on hundreds of citizens.

Several economic factors including high commodity and fuel prices will make it difficult for Vietnam to keep its inflation within targeted limits this year, economists say. The country’s consumer price index (CPI) in June increased 0.61 percent from May, the highest such increase in the last seven years, according to the General Statistics Office (GSO). The CPI in June was 4.67 percent higher than the same month last year, and CPI in the first six months was 3.29 percent higher, the GSO said. The National Assembly, Vietnam’s parliament, has set a target of inflation not rising beyond 4 percent this year. Several economists believe that the target can be met but also express their concern over factors that can spoil set plans. The rise in world oil prices is one factor. Crude oil is now at $72.94 a barrel, higher than the estimate of $70 when the parliament set the target. Higher oil prices will see fuel prices rise, leading to a higher CPI, said economist Ngo Tri Long, former director of Research Institute of Market Price under the Ministry of Finance. Vietnamese fuel prices in the first six months went up year-on-year by 13.95 per cent, resulting in a 0.59-percent increase in CPI, according to the GSO. If global oil prices continue to climb, this year’s CPI increase will be higher than that of last year, Long told the Vietnam Economic Times. Other experts are concerned about the new environmental tax on fuel that is set to be imposed this October. The tax will certainly impact the average CPI this year, increasing it by 0.11-0.15 percent, Deputy Minister of Finance Vu Thi Mai told a conference in March. The tax will be discussed at a meeting of the Standing Committee of the National Assembly next week. Should it pass, it will affect the transportation and production costs of local goods, weakening their competitiveness, said Vu Vinh Phu, former chairman of the Hanoi Supermarket Association. Phu said he was also concerned about current commodity prices in the country. In local supermarkets, rice was being sold at VND16,000-18,000 ($0.70-0.78) per kilogram, 44 percent higher than their export price. Sugar is being sold at VND21,000-23,000 per kilogram, twice as much as export price, Phu said. “If the retail prices of essential commodities keep rising, CPI will definitely be impacted,” he added. Echoing Phu, economist Long said he believed that with pork prices being high in the first 6 months, they are likely to increase further in the second half of the year. As the country is often hit by storms in the second half of the year, prices will climb up, making CPI increases even higher, Long added. Within reach However, Long also saw potential for achieving the National Assembly’s inflation target. Thanks to new government policies starting this July, citizens will enjoy lower prices for certain health services, and the Prime Minister has ordered no increase in electricity prices for the rest of the year. These are positive factors for keeping inflation in check, he said. Vietnam’s control of inflation in the first half this year has been a notable positive achievement, said Dr. Vu Dinh Anh with the Economy and Finance Academy. Although fuel prices will be higher, with good policy and management, the target of keeping CPI increase under 4 percent will “not be impossible,” he said Vietnam’s GDP in the first half of 2018 increased 7.08 percent, the highest ever recorded in the same period since 2011. The Asian Development Bank estimates annual growth at 7.1 percent.

Dining at five-star hotels gradually becoming a norm for Vietnamese

Services ranging from food, healthcare, swimming pool to entertainment have brought more choices to the list of recreation for the Southeast Asian country’s middle-income earners. Change in consumption style As Vietnamese people has growing demand for better services and willing to spend big on them, luxurious hotels are no longer only meant for foreigners. Five-star hotels in Ho Chi Minh City say they have witnessed an increase in the number of local customers in recent years, with the Vietnamese spending almost as much as European visitors. Seventy percent of customers at restaurants and rooftop bars in the Hôtel des Arts Saigon are Vietnamese, a representative of the hotel said. In such destinations as Hanoi, Da Nang and Phu Quoc, there are months that Vietnamese tourists made more stays than international visitors, Tao Van Nghe, an expert in hospitality, said, citing data from high-end hotels. With food safety remaining an issue in the country, more and more Vietnamese now prefer eating, rather than just staying, at five-star hotels, which offer rich cuisines at competitive prices, according to Nguyen Thi Khanh, deputy chairwoman of the Ho Chi Minh City Tourism Association. The growth of Vietnamese guests to high-class hotels has also driven hospitality firms to create more diverse services in cuisine and entertaining alongside with accommodation, said Ngo Thi Xuan Thu, head of marketing and communication at Caravelle Saigon hotel. Attractive promotions Vietnamese are also replacing foreign guests to become the target consumers of top-notch hotels by making good use of promotions offered by these facilities. Bars and restaurants at hotels in Ho Chi Minh City are drawing many Vietnamese holidaymakers with several attractive promotions during the 2018 FIFA World Cup. For example, the rooftop bar of Rex hotel in District 1 offers 15-percent discount on foods and buy-two-get-one-free promotion for drinks during 9:00 pm to 3:00 am of the next day every day. Likewise, restaurants in New World Saigon sell three bottles of fresh beer for only VND199,000 (USD$8.56) and offer a 11 percent discount to regular customers. Grand Hotel is also more competitive than not as it introduces a combo of six cans of beer and a sausage at VND350,000 ($15.05). Not only World Cup promotions, five-star hotels also organize many special events on important holidays to attract Vietnamese guests such as Valentine's Day, International Women Day, Christmas and New Year occasions. Some hotels often invite famous chefs in the world to come and prepare European and Asian dishes, while other attract Vietnamese customers through membership cards or loyalty cards.
