I think both of these factors are true. Probably they contriubuted to the their big social problem of many "unwanted" street children (both boys n gals).

It was a massive social problem when we were there in the early 2000s. Can someone share some lights on this issue for this present period ?

Was there a couple of weeks ago. The city has changed and lots of tall towers and buildings. The cuisine to be found is of international standard.
