well, the story was that some koreans were robbed by street kids, and the koreans threw their weight on the city administrators

So, 'temporarily' the kids are under the care of DSWD (Dept of Social Welfare ), and when the allocated budget for the care, and the money paid by the Koreans runs out, the kids are gonna be released back to the roads.

After all, there is a strict law in PH, that can even send elected officials and cops to jail, if they needlessly hold any minor-even if the minor has killed anybody - Welcome to Philippines

San Jose Avenue behind St Mary's Cathedral....... there is a small family run cantina opposite the trike station reputed to serve the best mango shake in AC.
But not always available cos depending on whether they can get fresh mangoes delivery.

Disclaimer - I have not been there for many years..... my last visit was about 4-5 years ago so I do not know if the cantina is still there.
