Bro, Sometime back, I encounter that problem oso. If not worng, you need to go to Communication bank for withdraw. Not all banks can withdraw.

Hi, as long as it is the big 4 China banks - Agricultural Bank of China (ABC), Bank of China, China Construction Bank (CCB), Industrial and Commercial Bank of China (ICBC), you should be able to draw from it...and look out for either Plus or Cirrus logo at the ATM machine...those local provincinal banks not supported
