A special coffee tricycle on Saigon’s street

VietNamNet Bridge – People who travel on Xuan Thuy Street in Thao Dien Ward in HCMC’s District 2 these days might notice a foreigner running a mobile coffee tricycle along the road. That’s Demailly Vincent, a French man who has lived in Vietnam for five years.

Thanks to the passers-by’s curiosity and the hospitality of Vincent, his business has attracted many customers. The coffee selling project has been carried out by Vincent and his two other friends for about eight months. The coffee tricycle is well-organized with necessary items. Vincent runs his service from 7 a.m. to 6 p.m., catering to his customers who are both locals and expatriates. Normally, there are three people to work at the same time to serve take-away orders for a huge number of customers in the morning.

s a free-lance graphic designer from France, Demailly Vincent decides to start up his coffee selling business from his love for this unique drink. His coffee tricycle on Xuan Thuy Street in HCMC’s District 2.

Demailly Vincent grinds coffee beans himself to serve his customers instead of using coffee powder from other brands.

Apart from coffee, he also serves lemon-grass tea, orange juice and passion-fruit juice – Photos: Thanh Hoa

Private vehicles up swiftly in HCM City

The number of private vehicles registered in HCMC has shot up 56% from 2010 to 7.7 million as of September this year, excluding those vehicles registered in other provinces but used in the city.

Of the volume, 7.1 million are motorcycles and the rest 608,000 automobiles, the city government said in a report sent to the Vietnam Fatherland Front Committee last week.

The significant increase of private vehicles is a key reason behind traffic congestion on many roads leading to the downtown area, in Tan Son Nhat International Airport area and around ports, especially at rush hour, according to the report.

Bus and taxi services now meet only 9.3% of commuting demand in the city while the city’s first metro line is still under construction.

Other reasons for the city’s worsening traffic situation are mismatches in urban planning and development, the lack of effective policies to limit private vehicle ownership, insufficient infrastructure, poor public bus services, and the lack of urban train services.

The city government predicted the situation would get worse in coming years as the population and the ownership of private vehicles will keep rising and the city has no breakthrough policy to lure investments in traffic infrastructure development projects.

In 2016-2020, the city will focus on 160 major traffic infrastructure projects worth an estimated VND313.6 trillion (US$14 billion) to reduce traffic congestion. They include ring roads No.2 and No.3, elevated roads No.1 and No.5, metro lines No.1 and No.2, and parking lots.

The city will also connect its roads with those in neighboring provinces in the southern key economic zone, and boost the development of public transit, especially train and bus rapid transit (BRT).

Reports of sexual violence shake expat community in Hanoi

By Quynh Trang November 15, 2016 | 02:00 am GMT+7

'I can’t report them all. At this point I just consider it normal.'
Elizabeth Lockard spent five peaceful years in China as a language consultant, before moving to Hanoi.

Two years ago, she took a job at an international school in Hanoi and settled in West Lake District, an ideal area for expats. “I felt safe for a while; didn’t think anyone would dare to touch me," she said. "Back in China, I always walked alone at night and people only stopped to offer help.”

Everything changed in April when two men chased Lockard through Ba Dinh District in broad daylight. Her pursuers pulled up in traffic and groped Lockhard, causing her to lose control of her bike and tumble into the road. Scratched and bruised, she drove to her boyfriend's house in tears.

Lockard's story is one of 18 accounts of sexual assault or harassment posted on Hanoi Massive -- an online expat forum -- in the last two months. In subsequent interviews, two of the posters told VnExpress International they had been groped by taxi and xe om (motorbike taxi) drivers; seven others recalled being chased and violently grabbed by men on motorbikes.

Vietnam recognized sexual harassment as a violation of public order in 2007 when a government decree announced that "gestures, rude words, provocative, teasing and insulting the honor and dignity of others" carried a maximum fine of just under $15.

According to the police, harassment cases can now carry a fine of up to $75, while sexual assaults only get prosecuted when they result in injuries to 11 percent of the victim's body -- or more. Such determinations are made by medical professionals.

Attention generated by the reported assaults on foreign women has inspired officials at the district level to step up patrols.

A local police official in Yen Phu Ward, Tay Ho District told VnExpress that his team has received only one sexual harassment complaint from three foreign victims and investigation is ongoing.

Muggers on southern Vietnam buses leave authorities powerless

TUOI TRE NEWS
UPDATED : 11/15/2016 16:04 GMT + 7

http://static.new.tuoitre.vn/tto/r/2...1479094751.mp4

Muggers posing as passengers have been terrorizing buses in southern Vietnam for years, seemingly above the law as authorities seem unable to shut them down.

The thugs, who often act as merchants of 'panacea,' target buses traveling from Ho Chi Minh City to neighboring provinces, on which they manipulate and threaten passengers to buy their products.

They are also not hesitant to attack anyone who dares interfere with their ‘business.’

The bandits operate in gangs, with a man named Cuong considered the mastermind, with decades of experience and generations of ‘disciples’ in his portfolio.

Several of Cuong’s mentees have gone on to form their own gangs.

Born in the south-central city of Nha Trang, Cuong moved to Ho Chi Minh City and began his panacea endeavors near the Binh Phuoc flyover in Thu Duc District, able to acquaint himself with some notorious gang leaders in the area.

In order to keep himself off the radar of local authorities, Cuong is now residing in a tenanted room in the southern province of Dong Nai, which costs him some VND600,000 (US$26.3) a month.

His gang often preys on bus No.12, which shuttles between Ho Chi Minh City and Dong Nai on a daily basis.

According to the ‘master,’ one has to dress and talk properly to be a persuasive seller, while his presentation has to follow a certain process.

“You have to introduce yourself as an employee of a reputable pharmacy before handing out pieces of paper with a prescription able to cure many diseases,” Cuong said.

The prescriptions are then given for free to earn the trust of passengers, he continued, adding that the real trick begins when the targets receive the medicine.

A blister pack of PIROMAX, a type of pain killer selling for VND3,000 ($0.13), would be charged at hundreds of thousands of dong (VND100,000 = $4.3).

“People who receive the medicine but refuse to pay will be taught a lesson. Those who have anything to say about our business will also suffer the same fate,” Cuong asserted.

The mastermind has also taught his apprentices knowledge of the law, reminding them to only dole out soft-tissue wounds, as inflicting more serious injuries would lead to a criminal charge.

Such gangs have been detained by police officers on several occasions, Cuong recalled, adding that they were only warned as there was no evidence.

Passengers’ nightmare

Aside from Cuong’s group, other teams of dishonest ‘businessmen’ operate in the area and respect each other’s territory.

Chanh’s gang is the most notorious, with a large number of young and intimidating members, becoming a nightmare for bus passengers traveling from Ho Chi Minh City to other locations.

Besides targeting intercity shuttle buses, the crooks also carry out raids on coaches of local passenger bus lines and cooperatives.

“You have to pull over following their signal. They will break the windows and prevent you from picking up any passenger if you refuse to cooperate,” one passenger bus driver said.

A probe showed that Chanh’s group could earn VND5 million ($219.6) per day from their illegal practice.

Officers are no match

No witnesses or bus operators have dared to stand up to the outlaws for fear of falling victim to an act of revenge.

According to Nguyen Than Tai, an official of the Dong Nai Department of Transport, it is difficult to permanently dealt with the muggers as victims have refused to provide evidence against them.

“Several officers have been attacked during their inspections. Bus operators who prohibit the sale of their medicine have been harassed and obstructed from running their service,” Tai said.

Tran Ba Hoa, president of a transport cooperative whose buses have been targeted by the criminal gangs, said that he could only warn his passengers of the potential danger, reminding them to pay extra attention to their belongings during trips.

Nguyen Van Tri, vice-president of another cooperative, said that bus passenger numbers have dropped because of the issue, affecting his business.

“The authorities must find a permanent solution to this problem,” Tri said.

Vietnam culture ministry scraps ban on models taking nude photos

A controversial ruling effective since May, banning models and beauty queens in Vietnam from taking nude photos, will be nullified next year, according a recent circular by the Ministry of Culture, Sports and Tourism.

According to the circular, issued on October 19 by Minister Nguyen Ngoc Thien, models, beauty queens, and those working in the fashion and performing arts industries will no longer be restricted by an earlier fiat that forbade them from taking and disseminating nude photos.

The ministry’s previous circular, promulgated on March 24, prohibited contestants who have won titles in beauty and modeling contests from taking pictures or filming individual images without costumes, or with offensive costumes, and from accidentally or deliberately releasing them to the public.

The ban has been effective since May 15, sparking heated debate among the country’s models and legal experts alike, who said regulations on the industry were necessary but condemned a blanket ban on taking nude photos without giving a specific definition on which nude photos are ‘offensive’ and which ones are works of art.

Many opponents of the ban, most of whom are photographers, models, beauty queens and lawyers, considered the ban a violation of human rights.
The new circular, which seeks to scrap the controversial ban, will take effect from January 1, 2017.

“I think it’s a civilized decision,” Miss Ethnic Vietnam 2013 Nguyen Thi Loan responded to the lifting of the ban. “I would personally be willing to take part in nude photo projects for a good cause should the occasion arise.”

Loan said the ban never affected her career as she had never been a nude model before, but stressed that in many parts of the world nude photos are considered works of art and used in meaningful social campaigns with the participation of public figures to draw attention.

Nude photographer Thai Phien welcomed the lift of the ban as a foregone conclusion, as he believed nothing can stop the natural flow of the arts.
“[My models] convince me to take nude photos of them so that they can capture their body at its most youthful age,” Phien said.
