This was the process for my Thai wife.

1. We registered our marriage in BKK.
2. Went back myself and applied for PR for her. Submitted our marriage cert as a supporting doc (cert must be translated and certified correct copy and translated - get it done either at Golden Mile or Mr Surasak at the TeleLingua Educational Centre at Orchard Towers). Had to also submit my wife's passport in. Also mailed all the forms to BKK for her to sign and mail back.
3. PR application was rejected (not surprised) but ICA included an application for a LTVP with the rejection letter. Submitted application for LTVP.
4. LTVP was approved. Sent my wife's passport back to her.
5. Wife came to Singapore, no problem.

So far no issues for her at the airport save for one unpleasant occasion when she was nearly sent back at the gates by an ICA officer who must have had a lousy day. Wife told the bugger she is married to a Singaporean and even gave my number to him to verify. Bastard refused to take my number and after some time decided to play God and 'graciously' allowed her into Sinkieland. Complained to ICA and was given the standard reply that all ICA officers make judgment calls onsite whether or not to allow foreigners to enter Sinkieland. Even the usually xenophobic US immigration officials were nowhere as arrogant when I visited the States with my wife.

This is why I will not keep my Sinkie passport when I turn 55.

PR now not easy to obtained on 1st application .. LTVP is much easier ..

Even when I ask them why they took my wife photo and thumbprint , they say oh becasue of the Safety of Singapore, they have the right to do so to protect out soil and blah blah blah ...

I even witnessed at Airport how they treat people entering SG especially girls from VN ... they dun regard them as tourist at all, using their very discriminating eyes and attitude .. they is NO standard guidelines for rejection .. only their so called " judgment calls onsite" ...

SOmetimes I really hope their family members, relatives or friends are being treated the way they treated others , and I see how they feel ...

She already allowed to come in and ROM so it got nothing to do with her sending back 1.5 yrs ago. Before my wife went back to prep for customary, I call the ICA helpdesk to verify and the CS personnel said that my wife can go anywhere she wans while pending the results of LTVP. Apparently when i recieved the unsucessful result of the LTVP, it stated that the applicant must have valid STAY in singapore and I go WTF!!!
I called the CS helpdesk again and they still mantain the same stance. Anyway, I am going to bring my wife over without applying the normal visit pass and hopefully can passed the custom without any problem. Then from there will start the appeal process.
Is there any suggestion/advice that u can help me from your valuable experience?? Thks in advance if u can help me in this. Thks much

Don't call. Send in your questions via email and get their reply in black and white. That way you have ammo, esp if you are seeking your MP's help.

Emails will take longer time for replies but at least you will have black and white. Phone call exchanges are impossible to prove and can always be denied.

Remember, CS helpdesk are CSO - Customer Service Officer ... When they reply your mail, it is also CSO who reply your mail, not any ICA officer ...

LIke Bro Doomas said, emails in one way serve as an black and white if you need to engage MP to help appeal your case ...

I and my girlfriend have finally married and registered the marriage in Singapore.

I have also read on the requirements for the above-mentioned and understand the documents to fill up and submit to ICA. I have download the neccessary documents and will submit once I returned to Singapore.

I have a few enquiries to enquire from your kind office:

1. Me and my wife are currently in xxxxx. Does my wife need to be in Singapore before I can apply for the LTVP and obtain a permission to give birth in Singapore?

Ans: You may submit an application for Long Term Visit Pass (LTVP) for your wife, when she is in Singapore, online via e-VP, provided that she fulfills all the conditions as stated on the webpage. Each application will be considered on its own merits and is subjected to approval. You can access e-VP here: https://ltpass.ica.gov.sg.

2. If a LTVP is approved, can she returned to xxxxx at any point of the time or she has to remained in Singapore for the period of the LTVP?

Ans: After completion of formalities, a LTVP card (green card) will be issued to your wife and she can present it to the duty officer for immigration clearance at the Singapore checkpoints. There is no limitation on the number of trips she can travel in and out of Singapore as long as the pass and her passport remains valid.

3. If LTVP is not approved and only permission to give birth in Singapore is granted, when can she enter Singapore to give birth?

Ans: Should the application for LTVP is rejected and your wife wish to give birth in Singapore, she is required to submit an application to seek permission to deliver in Singapore. You may obtain more information in our website at url: http://www.ica.gov.sg/page.aspx?pageid=237&secid=171.

4. Once my wife is given permission to give birth and subsequently give birth in Singapore, what will be the registration procedures like? Will the child be reqister as a Singapore Citizen?

Ans: Under the citizenship law, children born in Singapore on or after 17 March 1967, to legally married parents who are both Singapore citizens (or either one is a Singapore citizen) at the time of child's birth, are automatically be a Singapore Citizen by virtue of birth. This confirmation will be indicated in the child's birth certificate issued by Immigration & Checkpoints Authority, Singapore.

No need to appeal , just bring her back to Singapore, start the LTVP process again .... You only need to appeal if she cannot enter Singapore ...

However, both of you are legally married, ESPECIALLY ROM in Singapore, ICA already have her record that she is married to you, entry for her should be quite a ease UNLESS she puts someone else name and address ...

First of all, email are not answer by ICA officer, they are answered by CSO, you can't even understand what I wrote about , how can u undertsad the content of the email ...

and please understand that all this emails are stantard replys from ICA but not from ICA officers instead is rely from CSO ... if Official reply from ICA, they will not be sent tru' email, it will be via hard copy letter issue by ICA, therefore obviously format are different ...

Yes , I fully agree this statement , however only if you know their superior email... but then if I know the so-called superior email, why do I need to interact with the CSO in the feedback department....

When you have a question , at the ICA page, there is only a feedback form to fill and you raise all your queries there ... in the end , the CSO will answer your queries with the standard SOPs...
