There are a few stores, one in Tampines Central , one in Plaza Singapura , one in Orchard Point or something I think. They sell fabrics, sewing stuff and costume DIY stuff.... think I did come across some fancy Masks....
alternately I think you can find it in some condom/sex novelties shops..
