Help! What Exactly Is Water Fee in Soccer Betting?

I'm new to soccer betting and learning to read odds. The resource that I am reading currently mentions a lot about water fee going up and down. Looking at the AH odds on any match, how do I know what is the water fee and what is the significance of the water fee going up or down?
